Cold rolled plate is applied to further treat hot rolled steel sheet to increase its strength and its strength-to-weight ratio and enable it to hold tighter tolerances during fabricating and machining. On the side, cold rolling is used to smooth and finish the surface of hot rolled steel. This process is mainly used to improve the surface finish and size the cold rolled sheet more precisely including chemical or mechanical descaling and cold rolling or polishing.

The protective oxide surface found on the hot rolled sheets is removed during the cold rolled processing, which results in leaving a surface finish considered perishable. Therefore, special care must be taken during handling, storage and delivery to protect smooth, slick, surface.
